Fleet control-plane backend, selected by --fleet-backend/PROSPERO_FLEET.

local (default) is the caliband-over-Unix-sockets LocalFleet. k8s selects the K8sFleet backend (CalibanTask CRs + network session plane, ADR 0008), wired into the request path via the FleetProvider/ FleetAdmin seams (#76); it needs a build with --features k8s.
