How long a blob must have gone untouched before a sweep may delete it.
A writer uploads its blobs before committing the manifest that names them, so a sweep that runs in between sees them as unreferenced. One hour exceeds the longest upload phase in the workspace (a full graph walk, or a bulk vector load of 256 shards over S3 — both minutes) and absorbs clock skew between the GC host and the store.
